In a major leap toward digital transformation, Vietnam has officially launched NDAChain, a state-operated blockchain network that will underpin digital identity, e-government systems, and secure data infrastructure.

NDAChain: Vietnam’s Digital Backbone

Developed by the National Data Association (NDA) and managed by the Ministry of Public Security, NDAChain is positioned as the foundation for Vietnam’s national digital infrastructure. The platform aims to secure digital transactions, support digital contracts, and enable decentralized identity (DID) systems across sectors like healthcare, education, and logistics.

NDAChain is a Layer-1 permissioned blockchain featuring 49 validator nodes, combining public and private sector operators like Zalo, SunGroup, and MISA.

This hybrid model ensures both scalability and cybersecurity, while retaining control over critical national data.

Not Fully Decentralized — By Design

Unlike fully open blockchain systems, NDAChain employs a hybrid architecture, blending centralized governance with blockchain transparency. The network uses Proof-of-Authority (PoA) consensus, which is faster and more secure for permissioned environments. Zero-knowledge proofs (ZKPs) add a layer of privacy, protecting sensitive user data.

“Vietnam has chosen a hybrid data architecture,” said Nguyen Huy, head of tech at NDA, calling the blockchain “critical” to the country’s digital future.

DID and NDAKey: Combatting Identity Theft

A major innovation powered by NDAChain is NDA DID, a decentralized identity verification system. It allows for secure digital contract signing, identity checks, and fraud prevention.

The NDAKey app will enable citizens and businesses to verify identities in seconds, aiming to reduce scams and protect digital interactions.

This solution will integrate with Vietnam’s national ID system, offering instant access control for public and private services.

Conclusion: A New Era of Digital Trust in Vietnam

Vietnam’s launch of NDAChain marks a milestone in Asia’s blockchain adoption, setting an example for other governments eyeing secure, semi-decentralized infrastructure. With national identity, smart contracts, and cross-sector data integrity at its core, NDAChain reflects Vietnam’s tech-forward vision—one that carefully balances innovation with control.

Vietnam is now among the first nations to deploy a state-level blockchain for national identity and data governance.
